The road won't be closed this evening - message just received from:
Max Kelly, Stakeholder Engagement, Highways Gloucestershire County Council

"There will be no works taking place on the A417 Maisemore this evening,  therefore the road will remain open. We will return tomorrow night as planed [sic] to complete lining."

Planned power outage in Maisemore

I've had a letter today from Western Power Distribution notifying of a planned power outage programmed for Wednesday 7 October 2020 between 10.00 and 14.00 for substation maintenance. 

I presume I'm supplied by the substation behind The White Hart so it looks like it will be affecting the east end of the village.

WARNING - RE DIVERSION ROUTE WHEN A417 IS CLOSED OVER THE NEXT FEW DAYS

Please note that when the Maisemore section of the A417 is closed for resurfacing on Wednesday 23, Thursday 24, Friday 25,  Monday 28 and Tuesday 29, the "normal" diversion route via Hartpury > Highleadon > Highnam probably WON'T BE AVAILABLE. 

There are now going to be night-time closures on that route too starting on, you've guessed it, Wednesday 23!

I’ve been asked to make contact following your conversation with Phil Cameron regarding the thread below and the attached diversion plans..

I’m only really able to reiterate what has been advised already, these two schemes are not in direct conflict with each other as is felt locally. There is as I’m sure you are aware extensive planning work that goes into the delivery of the capital programme. It is not feasible to pull either at this late stage, whilst of course anything is possible,  the County would find itself significantly out of pocket unjustifiably so.  We’d not be able to find alternative sites for he resource now all set up for use in just 48 hours time.  

The details of these two schemes along with their respective diversions have been in the public domain for some time, we have not received much at all in regards to contact except the usual requests for access. I appreciate that you have received an element of negative contact, this does I’m afraid go hand in hand with the delivery of resurfacing schemes. I’m yet to deliver a single scheme where 100% public satisfaction has been achieved. We always do the absolute best we can and inevitably the general discontent eases quickly, normally resolved within one shift when people get to witness how well things do tend to work.

These schemes are taking place overnight between the hours of 19:00 and 07:00. The choice of these working hours has already minimised disruption as far as it is possible for us to do. Having been out myself on the A48 for a number on nights recently it is remarkable how much traffic volumes reduce after 19:00.

I have looked through our plan for these schemes thoroughly, taking into account efficiency of both delivery and disruption . The delivery of these two schemes in this manner  remains sensible and  sound

Highways don't see a problem since they maintain the official diversion route is via Ledbury and Ross-on-Wye! Absolute madness!

 

I guess it's going to be very busy through Tibberton and Taynton - or via Tirley and Norton...

What:	Temporary Traffic Order to close the road for carriageway resurfacing
Where:	A417 Lower Maisemore Road, Maisemore. See overleaf for details of road closure.
When:	For approximately 5 Nights (excl. weekends) between the hours of 19:00 to 07:00
	The PLANNED start and end dates are currently Wednesday 23rd September to Tuesday 29th September, however keep an eye on the web page detailed below or the signs on site for any short notice changes.

 

Our resurfacing programme is dependent on several factors. It can be affected by things like; heavy rain, changes in temperatures and other weather events as well as plant breakdown and unforeseen technical issues that arise once work has begun. All this means scheme dates and details can change at short notice. We appreciate this is inconvenient, and we will keep our online schedule and our social media feeds updated with more details if changes happen.

ROAD CLOSURE 

We will be resurfacing the road at the above location as part of our promise to invest £150 million in the county’s roads. To ensure the safety of you and our work force we have, under Sections 14, 15 & 16 of the Road Traffic Act 1984 as amended, made a Temporary Traffic Order to close the road. 

 

Due to the type of engineering activities required with carriageway resurfacing, the road closure can cover an area greater than the area being resurfaced. This is to allow activities, such as movement and placement of machinery and material. 

 

We appreciate road closures are inconvenient, but in order to keep you and the team working on the road safe it is necessary. We have planned the work so we can be in and out as quickly as possible and have tried to do it at a time that will minimise any inconvenience.

ACCESS 

In accordance with the Temporary Traffic Order, we are not permitted to allow any person or vehicle to proceed along the closed roads; with the exception of pedestrian access to properties, emergency vehicles, and statutory undertakers responding to an emergency situation. 

 

Therefore, if you normally drive into or out of this area during the hours when the road closure is in place, we ask you to please make alternative arrangements. 

 

In exceptional circumstances, some level of access may be considered. This will be on a case by case basis and only where it doesn’t impact on our ability to carry out the work and where it is safe to do so. Any access during this time would be at the drivers own risk as it is a works site and may have raised iron works or a temporary surface.

DIVERSIONS

We have created an official diversion route which will be signposted and is suitable for all vehicles that would normally use the closed road. We appreciate you may know an alternative route, however please be aware alternative routes which are outside of the road closure area are used at driver’s discretion.

Comments:

1. Note that the length of closure has been significantly extended since the last iteration I saw. The road is now closed from Over Roundabout all the way to the centre of Hartpury village at The Royal Exchange

2. This means that in theory ALL residents along the main road, plus Overton including Complete Utilities, and the few others on the way to Hartpury won't be allowed to use vehicles even if they're not in the area being resurfaced.

3. Maisemore together with Hiams Lane will in theory still be accessible from Old Road even though the blue line on the map appears to start at Broad Street which actually cuts of Old Road and indeed part of Hartpury too!

4. Hartpury College will only be accessible from the west from the A4215.

This week (31 August) a consultation has been launched seeking your views on proposed changes to the Highway Code.

The review is being held by the Department for Transport, to improve safety on pavements for:

    wheelchair users
    people with visual impairments
    prams or buggies

The main changes being proposed

The main changes being proposed are to:

    extend the London-style ban on pavement parking
    make it easier for councils to pass laws to prevent pavement parking
    give councils the power to fine offenders
