Subject: Waste and recycling collections catch-up - Thursday 22 December update

Dear all,

Yesterday’s waste and recycling catch-up collections went very well – crews worked late into the evening once again and made excellent progress.

As of 10am on Thursday, 22 December, the state of the catch-up is as follows:

Monday, 12 December: completed.

Tuesday, 13 December: completed.

Wednesday, 14 December: completed apart from one road which will be collected first thing today.

Thursday, 15 December: due to be completed by the end of this week.

Friday, 16 December: due to be completed by the end of this week.

Crews are confident they can get to every missed bin by the end of this week.

These catch-ups are taking place in addition to this week’s normal scheduled collections.

If a resident’s bin still needs to be emptied from last week, the message remains:

Leave your bin out and we will get to it as soon as possible.

Side waste

Green bin: up to three black bin bags of refuse side waste will be collected.

Blue bin: recycling side waste should be placed in a cardboard box next to your blue bin. If you don’t have a box available, place it in an untied carrier bag (please do not tie the bag because the crews need to check the contents).

Garden waste

The garden waste service has been suspended this week to allow the collection crews to complete the catch up. This service will now resume on Monday, 9 January.

If residents have questions or concerns about their garden waste collection, we are asking them to contact customer services on 01684 295010 or at customerservices@tewkesbury.gov.uk

Kind regards

The communications team

Poultry Farm expansion

Maisemore Parish Council writes:

A
surprisingly low public attendance at the recent MPC meeting - just one person. Yet we were discussing the poultry farm extension proposals. Does no one have any concerns about that?

[MPC: ] Re: Email list fault

The list now appears to be functional, so there will not need to be any test messages.

As I try to resolve this, you may get a number of test messages.  I will try to ensure that these are identified as tests, but you do not need to do anything about them - just delete them when it's convenient for you to do so.

19/00676/OUT | Outline application for the erection of up to 33 residential units (50% affordable provision) with associated infrastructure and landscaping (all matters reserved for future consideration). | Part Parcel 9851 Maisemore Gloucester Glouces...

This application is going to Planning Committee next Tuesday - 15 March 2022 - with an officer recommendation for APPROVAL

Apart from Maisemore Parish Council's extensive list of objections, only six residents submitted objections and one person supported the application.

None of the other statutory consultees objected - as usual Severn Trent is ignoring the problems we have with surcharging of the combined drainage system in Maisemore.

If permitted and built, this will mean the main settlement of Maisemore will have increased in size by 49% since 2011, yet we have no increase in facilities apart from a lot of money being directed - without consulting the village - at Maisemore Village Hall. Apart from that and the advent of Gigaclear, there appears to be no demonstrable improvement in any of the "Services" which combine to make Maisemore a "Service Village" and thus suitable for development.

In fact with The Rising Sun having closed, the church's future looking dubious and Maisemore Village Hall's future looking rocky (following resignation of half the committee running it), there is now significant cause for concern.

22/00167/FUL | Erection of 2 No. additional poultry houses with air scrubbing units and associated infrastructure on established poultry farm (resubmission of 21/00870/FUL) | Astmans Farm Poultry Unit Maisemore Gloucester Gloucestershire GL2 8HP

This is the resubmission of the Chicken Farm extension for which the original application (21/00870/FUL) was recently withdrawn.

The only apparent change is the lengthening of the buildings by 7.0m to accommodate air scrubbers being requested by the EA - otherwise the schemes appear to be identical - new scheme on left:

Please note that if you were one of the thirty objectors to the original extension scheme, you should resubmit your thoughts on this new scheme.

The matter will be discussed at the next MPC meeting on Monday 14 March 2022 at 7.30pm in the village hall.

Maisemore Burglaries

From Neighbourhood Alerts (delayed in transmission owing the the only person sending them out being on holiday!):

Maisemore Burglaries

Two adjacent homes were entered during the period between midday on 22nd February and 2pm the following day.  One of the houses is situated in Old Road and was entered by forcing a rear window. The other, just a short distance away on the A4176 [sic = A417], was entered by smashing a glass panel in a rear door.

Both homes were subjected to an untidy search of most rooms with drawers etc. being left open or the contents tipped out.  We have no detail of any stolen property at this time.

A dark coloured vehicle was seen in the area at around 9pm on the evening of [Tuesday] 22nd February suggesting the burglaries took place after darkness had fallen.  Similar burglaries have recently occurred in The Leigh, Norton and Dymock.

If you have any information regarding these incidents, please contact the police by calling 101 and quote incident number 207 of 23rd February or online at https://www.gloucestershire.police.uk/tua/tell-us-about/soh/seen-or-heard/

You can also report information about criminal activity anonymously to CrimeStoppers by calling 0800 555111 or online at https://crimestoppers-uk.org/give-information/forms/pre-form

Although the daylight hours are lengthening into the evening now, burglars will still be on the lookout for homes left in complete darkness.  Please remember to leave a light on inside your home as darkness falls.  This is especially important if you leave your home unattended overnight or for longer periods of absence.  Also, why not let a trusted neighbour know you are going away so they can keep an eye on your home.

Further burglary prevention information can be found here [https://www.gloucestershire.police.uk/cp/crime-prevention/]

Please report any suspicious activity straight away and if you believe a crime is being committed dial 999.

Astmans Farm Poultry Unit - Public Consultation of Application to vary the Environmental Permit

You will have seen the following in The Grapevine:

FROM THE ENVIRONMENT AGENCY REGARDING THE CHICKEN SHEDS:

Astmans Farm Poultry Unit - Public Consultation of Application to vary the Environmental Permit

Application ref: EPR/UP3330RL/V003

Existing permit

The existing Environmental Permit, reference EPR/UP3330RL, allows the Operator to house 100,000 broiler birds in two poultry houses, and operate a biomass boiler with a thermal rated input not exceeding 1.071 MWth, for site heating requirements.

Background

On 23/6/21 the Operator of Astmans Farm Poultry Unit submitted an application to the Environment Agency to vary an existing environmental permit. The application was then duly made on 15/1/22 which means our permitting officers now have sufficient information to commence a full determination of the application, ie make a thorough assessment of the information provided in the application to decide whether or not we would be able to grant the variation.

The application is to install two additional poultry houses at the site which will allow the Operator to increase broiler bird places to a maximum of 200,000. The installation boundary will be increased to accommodate the new poultry houses. The two new poultry houses will be fitted with air scrubbers to reduce emissions of both ammonia and odour.

How to make comments on the variation

A public consultation on this application to vary the permit will go live as of the 3 March and will run until 31 March 2022 where we will gather comments for review. All relevant information regarding this application can be found at the following website: https://consult.environment-agency.gov.uk/psc/gl2-8hr-mr-jon-smith-mrs-josephine-smith-and-mr-th/

There is more information regarding this application on the Gov.UK website at: https://www.gov.uk/government/collections/environmental-permitting-notices-of-applications- made where you can search by either postcode or EPR reference as of 3 March 2022.

If you wish to make comments you can e-mail pscpublicresponse@environment-agency.gov.uk. Or write to: P&SC - Land Team, Quadrant 2, 99 Parkway Avenue, Sheffield, S9 4WF.

What we only discovered yesterday is the attached letter which has gone out to some properties and not others advising of a drop-in consultation event at Maisemore Village Hall on WEDNESDAY 2 March 2022 - extremely short notice.

Would any resident living in a designated "receptor" property (*) and who hasn't received the letter please contact me.

 * - number of properties were highlighted in the reported attached to the recent Planning Application for this development, which has recently been withdrawn pending this licence extension being processed
